From RSOF High-Level Forum:
Mod Hunter wrote:You need to speak to Lady Meilyr before you're able to collect recipes. Her initial chat will go through this, though this doesn't prevent them from spawning.
As with Fremennik sagas they can spawn once per floor on any complexity/theme when a door is opened (yak cards are an exception). The recipe which does spawn is random and excludes ones you haven't yet found yet. The chance does also improve to a cap at 120 dungeoneering. Once they're found the recipe is available for purchase in the Meilyr recipe shop.
Quick find code: 259-260-975-65515126
Could you tell us what the actual drop rate is meant to be?
With or without 120 dungeoneering
Mod Hunter wrote:Its base is on 5 large dungeons, for each level below 120 about 30% of the base is added on to that chance.

Seems like so many people are having problems with this.
I've now done a full prestige run on a mix of c6 small and c1 small and got nothing *with* the perfect herblore potion and 120 dg. Just going to give up on this requirement for now and wait to get the yak cards - what a disappointment this was.

I think the consistent yak cards for solo are broken. I used mine, and didn't get a recipe for the entire dungeon. The only thing I can think of is, I did it after the reset of which I obtained it, so maybe they only work on the same day as you obtain the card.

I used the consistent yak card 30 mins ago. The herblore recipe was present in the next room behind the first door opened. It worked for me.

Thanks Brad! Good to know we weren't wasting our time with the C1s!
So far I've had one recipe from the yak card and another on a C2 floor while fishing

More on Twitter...
Dardan wrote: @JagexRowley Any chance that we get an increased chance to find recipes when you're 120/200m dung. Recipes are quite rare and way too many
Mod Hunter wrote: @JagexRowley @SonicRS3 @DardanRs The chance to spawn is highest at 120 yes. Perfect herblore also gives a 10% increased chance of a spawn.
Mr G W wrote: @JagexHunter @JagexRowley @SonicRS3 @DardanRs Can we have actual values though? The post on hlf was vague and suggests its 1/320 at 120dg
Mr G W wrote: @JagexHunter @JagexRowley @SonicRS3 @DardanRs You also said 30% increase per level, so the rarity is ridiculous high at lower levels...
Mod Hunter wrote: @Mr_G_W @JagexRowley @SonicRS3 @DardanRs The 320 is correct. 30% was my mistake - an early value I'd left in the comments. It's under 10.
Thanks for bringing this to my attention, KSU.

Posted in RSOF by an RS player:
Doing C1 floors on average gives 5 rooms in between the starting and boss room, so 5 rooms in which a recipe note can spawn. 320/5=64 c1 floors will it take on average to get a recipe note drop. As it has been noted that others can also pick up this drop, one would likely solo floors in order to get the drops. Soloing C1 floors take 1 minute and 30 seconds to 2 minutes per floor. This means one scroll takes about 1 and a half hour to 2 hours of work. There are 9 scrolls, so getting every scroll at 120 dungeoneering takes 13 and a half hours to 18 hours. At 120 dungeoneering mind you.
