As I have been away for quite some time, I donÃ‚Â´t remember anymore how it goes in KoA.. are the skillplots being locked or everyone is free to do what ever they want?

Skillplots aren't being locked. However, there are recommended goals posted so that we can maintain weekly citadel upkeep.
