SotC: Build Tick 23

Many apologies for the delay in this week's SotC and goals. I have family at my house and it's near impossible to jump on during the day.

The Important Part
Gather the upkeep (see Upkeep) first, then continue work on upgrades (see Upgrades) but check the target goals in-game to see real-time progress. Note that this week we have a minions goal (summoning) this is to cover the rations upgrade requirement while we build the barbecue. Gather 10% of your cap at the Summoning Obelisk.

What's New
We have Tier 6 Citadel and a new Grand Armadyl Statue by the portal. Please note that we now need at least 35 visitors to the Citadel each week to keep our Tier.
