Addition to the clan rules and change in inactivity checks

The following rule has been added to the clan rules :

Passive recruiting allowed to competing mediums and specialist clans only - via PM

An explanation :
Passive = Interest shown. Not neccessarily asking outright. ( You are not allowed to recruit actively to other clans/other competing mediums)
Specialised = Clans that specialise in an event type.
Competing mediums = Voice chat, forums, etc.. (not event chats, they are non-competing)
