Since RS3 came out I've noticed ping rates have changed on several worlds. I've always had bad ping for w82 (100+) and that hasn't changed.
Pre-RS3, on w64 (Canadian), I had upper 40s ping rate with little to moderate lag. (when I'm in Miami ping was low to mid-20s!)
Post-RS3 w64 ping ranges from 50s to 100+ with a ton of lag!
The past few days I've been going on w87 (Canadian) with ping rate around 16 and little to no lag & a lot less people.
Has anybody else been having issues on w64? If so, what alternate world have you been going to?
It's irritating that I can't go onto my fave home-world but 16 ping is awesome, lol... >-

best ping I ever have is around 70, lol
Usually I´m happy to have 150-180.. but I play on 200+ sometimes as well.

I was having major lag problems until I set it for minimum graphics with ground decoration on(drops can be invisible on certain squares without it on) .
I also find that the ping listed on the world select screens means almost nothing to me. I can pick the world with lowest ping and be in slow motion even if there are not other players anywhere near me.

I can no longer play on w64 since RS3 since the ping rate is 137. The lag makes it unplayable and a huge risk to dying (I already had a close call) I also get kicked more frequently. Lately, I've been playing on w37 (US west coast) since the ping rate is 56, still laggy but playable. The lowest rate I can get now is 50 but only on free Runespan or members quick chat worlds.
Is there anyway to improve ping rate or does it have to do with my internet provider?

If you're wireless it's worth trying a wired connection, It often helps.
Other than that, there are a lot of things it could be.
Where are you seeing the ping? on the console thing or on the world list... 50 really isn't all that bad.
this is a great way to an idea of your line quality:

you will need to allow java for that to run.
let us know the result (it will give a forum link at the end of the test)

that just shows that it's not a problem with your isp, although one test isn't conclusive, at the time of the test to that server your connection was very good.
I would run a new pingtest when you're having lag ingame, and try different servers. Just to see if your line is having issues elsewhere.
Also run a command called tracert on the world you are having trouble in.
if windows 7, press start then in the search box type cmd.exe and run that program.
When the window opens type in:
"tracert world64.runescape.com"
without the quotes and press enter/return (change 64 to the world you want to check)
That will give some idea of if there is any issue with your connection to the server.

I just ran a ping test on my laptop (Wi-Fi/wireless). The result wasn't too bad but I know it fluxuates constantly. I'll follow your suggestions and run several of these tests to see how stable my connection is.
I can't go wired unless they make a 10-15 foot cable to run from my recliner to the modem that's connected to my desktop by the wall, lol. Any suggestions? (sitting in desk chair to play rs isn't an option)
*I couldn't figure out how to get ping test results from the Paint app to this post so I wrote everything down. I've added url, quote, and things like that a few times before but more often than not I'm a nooooob about this stuff. I keep forgetting how I did it, lol...

on pingtest.net it's quite easy, at the end of the test it will have an image.. saying um i think it's direct link and forum link.

on the cmd thing it's a bit more complicated.
I don't really have many suggestions for wireless. I try to use it only if I have to, it's always terrible for me as my house is quite old with very thick brick / concrete walls. I get terrible reception from literally the next room.
Try to make sure it's as clear from other items around the router as possible.
Check traffic on the channel you are using, try to pick an empty or low traffic channel.
Try different channels as electrical interference could be a possibility. Also don't keep the router near other electrical devices.
802.11n has greater range supposedly than 802.11g
I hear very good things about simultaneous dual band routers if you have multiple devices using your wireless.
