It's something that is not technically dropped but you do have to pick it up..so these hints are very vague

It has a 1 in 10,000 chance of being obtained from the fertiliser ability of legendary pets.

From what I've read, all Legendary Pets have abilities and one of them is Fertilizer.

"Every hour, your pet will answer the call of nature. The results – only viewable to you – can be picked up for six buckets of super compost" - meaning they will drop fertilizer or "pet droppings" which can be transformed into six buckets of compost when you pick them up...they can only be picked up with telekinetic grab.

I guess if you have your legendary pet out, ability set to fertilizer and have a good store of air and law runes you have a 1 in 10,000 chance of getting a rubber ducky!

You can pick them up without telekinetic grab aswell, I've tried.
